1、 Strictly implement territorial management responsibility and department responsibility. All localities should attach great importance to and earnestly implement the territorial responsibility for epidemic prevention and control. Market supervision and commercial departments at all levels should continue to take the lead in organizing and coordinating the epidemic prevention and control work of centralized trading markets, shopping malls and supermarkets according to their respective responsibilities. The departments of agriculture and rural areas, forestry, health and public security should carry out their work according to their respective responsibilities.
2、 Strictly implement the food safety management responsibility of market operators. The operators of centralized trading markets and supermarkets (collectively referred to as market organizers) should be equipped with "three members" (food safety administrator, body temperature detector and cleaning and disinfection personnel), strictly implement the market access management system, check and keep the certificate of edible agricultural products or certificate of origin, purchase certificate, certificate of conformity, and check the content of quarantine certificate of livestock and poultry products entering the market Whether it is consistent with the actual quantity and source. If there is no food agricultural product certificate or certificate of origin, purchase certificate or certificate of conformity, it can be sold in the market only after passing the inspection.
3、 Strictly implement the main responsibility of food safety of food sellers. Food sellers should strictly implement the relevant requirements of food purchase inspection and record, and require relevant certificates for purchasing food according to law, and do not purchase, store and sell food that does not meet the food safety standards, such as no traceability certificate, unknown source, expired deterioration, etc. Those engaged in import products shall obtain the inspection and quarantine certificate issued by the customs.
4、 We will strictly implement the regulations prohibiting illegal wildlife trading. In accordance with the law of the people's Republic of China on the protection of wildlife, the decision of the Standing Committee of the National People's Congress on banning illegal trade in wild animals, getting rid of the bad habits of eating wild animals, and ensuring the life, health and safety of the people, the national catalogue of livestock and poultry genetic resources and the wildlife protection directory of the State Forestry, grassland, agriculture and rural departments Illegal wildlife trading is strictly prohibited.
5、 We will strictly supervise key products and key places. Agricultural, rural and forestry departments in all localities should strengthen the quality and safety supervision of edible agricultural products and forest products before entering the market, and implement the system of allowing the origin to leave. Market supervision departments should take fresh, frozen pork, beef, mutton, chicken and duck meat and other livestock and poultry meat, aquatic products and their products as key products, and take agricultural markets, shopping malls and supermarkets (including attached cold storage) operating fresh and frozen meat and aquatic products as key places to comprehensively investigate potential risks and strengthen supervision.
6、 Strict personnel access management and health monitoring. All localities should continue to strengthen personnel access management and health monitoring in centralized trading markets, shopping malls and supermarkets, strictly control the flow of personnel and vehicles, and strictly implement the prevention and control measures such as wearing masks, registering, lighting codes, temperature measurement and ventilation. Those who have fever, cough and other suspicious symptoms are not allowed to enter the market (shopping malls and supermarkets), and they are advised to go to medical institutions for diagnosis and treatment in time. Strengthen the pathogenic monitoring of live poultry, seafood products and external environment in the market, and do a good job in personal protection and regular pathogen monitoring for personnel engaged in key industries such as breeding, live poultry, seafood transportation and sales.
7、 Strict environmental sanitation and disinfection. Health departments should strengthen the guidance of prevention and control measures such as environmental sanitation and disinfection. The market organizers should timely clean up the accumulated garbage, remove the dead spots of sanitation, adhere to the "111" system of cleaning one day, disinfecting once a week, and closing the city once a month, and strictly implement the killing measures for the key parts such as the operating table, sewers and transportation vehicles, so as to eliminate the hidden danger of epidemic spreading.
8、 Strictly regulate market operation. Market operators and food sellers should standardize the operation with certificates and licenses in accordance with the law, clearly mark the price, strictly prohibit the sale of food that does not meet the food safety standards and is forbidden to be sold by the state for special needs such as disease prevention and control. It is strictly forbidden to drive up prices, hoard and make exorbitant profits in the name of epidemic prevention and control.
9、 We will strictly supervise random inspection and law enforcement. The relevant regulatory departments in all localities should organize the supervision and sampling inspection, supervision and inspection and law enforcement actions for key business types and high-risk foods, so as to effectively prevent and control food safety risks. In view of the problems found in the supervision, sampling and inspection, the cases shall be firmly put on file and severely punished in accordance with the law; those conforming to the conditions for being transferred to the public security organ shall be transferred to the public security organ in a timely manner in accordance with the relevant provisions.
10、 Strictly carry out supervision and inspection. Local governments should comprehensively evaluate the prevention and control measures of centralized trading markets and shopping malls and supermarkets, draw inferences from one instance, re investigate the local prevention and control loopholes, strengthen the prevention and control key points, and re implement the prevention and control requirements, so as to ensure that the epidemic does not rebound. The problems found in the inspection shall be supervised and rectified in time. Those who refuse to rectify or have serious problems shall be dealt with and held accountable in accordance with relevant regulations.
